The research base was the Siberian Institute of Management — a branch of the Presidential Academy of National Economy and Public Administration: the departments of foreign languages and linguodidactics, international relations and humanitarian cooperation. The article reveals the key elements of the spectrum of intercultural competence, the correlation of the complexity of the formation of levels of intercultural competence and the corresponding elements of the spectrum, proposes a level system of formation of intercultural competence, each level is given a justified interpretation within the approach, the process of formation and development of intercultural competence is clearly presented on the example of the direction of training 41.03.05 International relations. The materials presented in the article make it possible to organize a transparent interdisciplinary educational process of the formation and development of intercultural competence. The system developed by the author contributes to the further development of the problem, which can be embodied in the creation of a fund of evaluation tools, as well as filling the concept of interdisciplinary interaction of responsible departments aiming at the formation of intercultural competence with specific content.
