Annotation
The research of personnel potential in the system of general education of Russia and Tula region is given in the article. The analysis of foreign approaches, explaining the psychological reasons influencing the movement of pedagogical staff, and factors that encourage young teachers to change their profession is presented in the article. Based on the experience of working with young teachers - graduates of the Tula State Lev Tolstoy Pedagogical University the paper analyzes psychological and pedagogical variables and suggested ways to overcome the problems of personnel instability. Research methods: analysis of statistical data, survey methods.
