Annotation

In the article on the basis of analysis of historiography and historical sources an at­tempt is made to historically reconstruct the original plan of the leaders of the people's commissariat for education about extracurricular education in our country. The author brings forward an assumption about the presence of two independent projects of formation of extracurricular education and primary music education.
