Annotation
The article presents the results of theoretical analysis of the problem of assessment of professional and personal qualities of civil servants in psychological science and practice of state and municipal management based on the analysis of bibliometric data. The source of information for the analysis are academic researches of domestic and foreign authors on the indicated problematics, placed in the lens.org database. VOSviewer program is used as a means of bibliometric analysis. The sample of the study consisted of 2436 academic scientific publications published in the period from 1957 to the present and indexed in domestic and foreign bibliographic and abstract databases of peer-reviewed scientific literature. As a result of the study it was established that the development of scientific research in psychological science and the practice of state and municipal management, devoted to varying degrees to the development and implementation of methods of evaluation of public civil servants occurred within the framework of four main directions: 1) information technologies, the possibilities of digitalization of the system of public administration in general, and the evaluation of the effectiveness of public civil servants, in particular; 2) reforming and modernization of the system of state and municipal administration under the influence of global challenges and threats; the need to develop new approaches, technologies and methods of evaluation of public civil servants; 3) the need to develop new approaches, technologies and methods of evaluation of public civil servants.
