Annotation

The article considers the organizational aspects of the development of a system of continuous professional training of police officers in Russia in the second half of the 19th – early 20th century, as well as describes the activities of participants of this training format. The article argues that in any field of activity, including the activities of police officers, it was necessary to improve the professional skills of personnel in accordance with the requirements of the time and society. At the end of the 19th century, the problem of re-skilling and retraining of police officers was topical, which was substantiated by the obsolescence of knowledge acquired by the graduates of police vocational education institutions. The article describes the educational prerequisites that predetermined the need to develop a system of continuous professional training for Russian police officers. In terms of scientific novelty, the article reveals the organizational aspects of continuous professional training of police officers in the second half of the 19th – beginning of the 20th century, which take into account the evolution of scientific and pedagogical knowledge, culture, experience in teaching and training of police officers. One of the research findings states that the history of professional training of police officers gives grounds to assert that the Ministry of Internal Affairs of Russia was equipped with a certain arsenal of educational institutions for training and retraining of police officers during the second half of the 19th – early 20th century. The development of a system of continuing professional training of police officers required solving organizational issues, developing mechanisms for organizing training activities that would correspond to new types of professional activities and selfrealization of police officers. The research findings may be used to conduct classes with cadets (students) enrolled in modern educational organizations of the Ministry of Internal Affairs of Russia, as well as for organization of round table discussions in higher education with the participation of teaching staff, which are dedicated to the aspects of organizing continuous professional training for police officers.
