Annotation

The article raises the issue of organizing the transition from industrial, closed educa­tional systems, which supply the students with standard knowledge, to open educational systems providing full realization of competence-based approach. The matter is considered through three focuses — anthropological, institutional and organizational and managerial. The philosophical analysis of process of competences formation through forming the sub­jectivity of the person is provided. The specifc features of the work are expressed in justi­fying the need to realize the policy of the open education providing the transition to a new technological way by means of forming modern humanitarian platforms.
